FEMA, Mecklenburg County Help Flood Victims

Hurricane Helene flood victims can now apply for FEMA’s Hazard Mitigation Program to potentially have their homes replaced, or to allow the government to purchase their flood-damaged property.

A Buncombe County family is among the first of 142 who have already qualified to receive a manufactured home. FEMA placed it on their property Nov. 7.

FEMA also extended the deadline for 39 impacted counties to apply for assistance through Jan. 7, 2025.

Meanwhile, Mecklenburg County is offering to purchase dozens of homes along the Catawba River damaged by flooding from Helene. The county intends to spend $8.5 million on the voluntary program, with funds coming from Mecklenburg County Storm Water Services.

NCSU Student Charged With I-40 Shootings

Raleigh Police arrested N.C. State University student Andrew Thomas Graney, 23, in connection to a dozen shootings on or around I-40 last week.

Police charged Graney overnight Friday with assault with a dangerous weapon with intent to kill and inflicting serious injury, and with firing a weapon into an occupied vehicle or dwelling. Graney, an anthropology major and senior at NCSU, is being held without bond.

Graney’s mother was first made aware of her son’s arrest when a WRAL reporter texted her seeking information about her son.

A former NCSU student who knew Graney described him as “quiet” but noticed a change in his behavior and filed a request for help through the university’s CARES program, which supports students who exhibit concerning behavior.

State BOE Removes ‘Pass/No Pass’ Policy

The N.C. Board of Education voted to eliminate the “pass/no pass” graduation transcript policy for core high school classes Thursday. The change takes effect with the 2025-26 school year.

The “pass/no pass” policy currently applies to the N.C. Department of Public Instruction’s credit recovery process, which refers to a block of instruction that is less than the entire Standard Course of Study. Students earn either a “P” for “pass” or an “F” for “fail,” so their grade point average isn’t impacted.

Elimination of this policy only affects schools that weren’t using letter grades for credit recovery blocks. NCDPI officials say they don’t know how many schools have enacted the policy, or how many students are taking advantage of it.
