A new state audit reveals that North Carolina’s Education Lottery reported record sales of $6.6 billion during fiscal year 2025, a significant jump from $5.4 billion the previous year. However, funds transferred to public education dropped from $1.07 billion in 2024 to $1.05 billion in 2025.

The audit showed that just 16 cents from every $1 spent on lottery tickets or other games went toward public school funding in 2025.

The share of lottery revenue allocated to schools has steadily declined, falling from 23% in 2023 to 20% in 2024 and 16% in 2025.

Higher player payouts and fewer jackpots contributed to the reduced proceeds despite booming overall sales. State Auditor Dave Boliek noted that rising ticket sales should boost school funding, saying flat contributions over three years “raise a lot of questions.”
