Article Icon 1House Debates Proposed Election Law Bill

The North Carolina House Judiciary Committee debated a bill last week that would comprehensively overhaul election laws ahead of the 2026 midterms.

House Bill 958 would standardize ballot counting from 9 a.m. to 5 p.m. on Election Day, extend absentee and provisional ballot deadlines to the fifth business day, ban ranked-choice voting, enhance transparency with public observation and bipartisan oversight, allow the State Board of Elections to hire private counsel, and raise campaign finance reporting thresholds.

The bill would also expand voter ID requirements and mandate full Social Security numbers for voter registration by 2027, aiming for uniform, secure election procedures.

Opponents argue that requiring Social Security numbers violates federal privacy law and risks identity theft. Most provisions would take effect Jan. 1, 2026, with some aspects phased in later.

A 4th U.S. Circuit Court of Appeals split 2-1 Monday against a workplace discrimination claim filed by Dorothy Seabrook, a black woman who worked as a family programs manager at Fort Bragg’s U.S. Army Reserve Command.

Judges Allison Jones Rushing and Julius Richardson affirmed a trial judge’s ruling, finding no evidence that race, color, or sex motivated the Army’s discipline for Seabrook’s “negative leadership” and “toxic work environment” in 2014.

Dissenting Judge Roger Gregory, however, argued Seabrook plausibly claimed retaliation and disparate treatment, noting she faced harsher discipline than a white male employee with performance issues. He also warned that the majority’s decision could harm future plaintiffs’ retaliation and disparate treatment claims.

An Outer Banks man was hospitalized for over a week after a small cut led to a Vibrio vulnificus infection caused by a flesh-eating bacterium, which can destroy tissue and become deadly within 48 hours.

The case underscores new data from the North Carolina Department of Health and Human Services showing that 59 Vibrio cases and one related death occurred in the state by July 31, the second-highest midsummer total in five years.

Vibrio thrives in brackish water, with warmer sea temperatures and heavy rainfall creating ideal conditions for its survival.

At-risk groups include seafood workers, beachgoers with open cuts, and raw seafood consumers. Health officials urge protecting open wounds, thoroughly cooking shellfish, and seeking immediate medical care for signs of infection.
